Viivi 00.16 release notes

Version 00.16.00 has been improved at the following points compared to the previous version 00.15.00.

• Descriptions in the boot-up script files (viivi and viivi.bat) were simplified and fixed.
• The copyright description for Viivi is now required only in the configuration file ${VIIVI_HOME}viivi.conf residing in the Viivi system directory. It is no more needed in other user-editable configuration files.
• The procedure cons wrongly checked its arguments, accepting any number of arguments. This bug was fixed.
• Duplicated quotation marks used in some error messages were fixed.
• Small bug fixes.
