Viivi 00.14 release notes

Version 00.14.00 has been improved at the following points compared to the previous version 00.13.00.

• Fixed with the problem that a language was not correctly used in spite of the explicit specification using the command line option "-LANG [en|ja|de]". Now you can specify this language option before "-agreement" "-title", or "-help" options as well.
• Small bug fixes.
